A comissão de Minas e Energia da Câmara dos Deputados pediu, no dia 21 de agosto, que a ANP repense os critérios de habilitação financeira e técnica de petroleiras que querem participar das rodadas de licitação. O motivo foi a aquisição de nove blocos offshore pela OGX na 11ª rodada de licitações da agência, a despeito da situação financeira da companhia. A superintendente de Promoção de Licitações da ANP, Claudia Rabello, reconheceu a necessidade de proteger o processo licitatório de empresas que possivelmente não conseguiram arcar com investimentos necessários para desenvolver as áreas arrematadas. Contudo, defendeu os mecanismos de habilitação da agência.
The Mines and Energy Committee of the House of Representatives requested, on August 21st, that ANP review the financial and technical qualification criteria of oil companies that desire to participate on bidding rounds. The reason was the acquisition of nine offshore blocks by OGX on the 11th Bidding Round despite the financial situation of the company. ANP’s Superintendent of Biddings Promotion, Claudia Rabello, recognized the need of protect the bidding procedures of companies that would possibly not be able to afford the necessary investments to develop the obtained areas. However, she defended the agency’s qualification mechanisms.
