A ANP concluiu a proposta de alteração nas regras de investimentos de recursos da cláusula de P&D. O texto final da minuta deve entrar em consulta pública em breve e a audiência pública, ocorrer já no próximo trimestre. No centro da revisão regulatória está a criação do comitê técnico-científico, pelo qual passarão os projetos de P&D. A proposta da agência é que os concessionários sejam os formuladores das demandas, enquanto a ANP vai dirigir os trabalhos. Alguns operadores veem com ressalvas a nova lógica de aplicação de recursos de P&D, preocupados com a perda de controle sobre a definição de prioridades.
ANP concludes the draft that changes the investments in R&D
ANP has concluded the proposal to change the rules of resources investment of the R&D clause. The draft shall be submitted to public consultation soon and the public hearing shall be held on the next quarter. The main regulatory revision is the creation of technical-scientific committee that will analyze the R&D projects. The agency’s proposal is that the concessionaires shall be the creators of the demands, while ANP would coordinate the works. Some operators have restriction related to the new R&D resources application logic because they are concerned with the loss of control regarding what are the priorities.
